You are right to be concerned. The fascia isnt being constructed in accordance with the plans. I have attached a photo of what it should look like based on the plans. Basically they have specified a colorbond fascia to cover the gap between your roof and brickwork which is pretty standard practice. Maybe its worth checking all other works carefully before practical completion is claimed.
