I questioned the lighting situation and was advised that I couldn't detect faults with lights on. Under the building code you have to check for defects under 'non critical light' at a normal viewing distance of 1.5 metres. You can't look for defects on your hands and knees, close up etc. Normal viewing distance in normal lighting conditions. See page 12 of the S & T 2007 attached.
