Basically, Landcom is saying BAL is Zero. But, council has not updated with there internal details and thats why asking us to fill up the application **standard procedure. Eventually, when they receive construction approval application at that stage they will update and won't ask you for BAL assessment report.
So, just go with the flow. Make sense.

bhailu we are having similar problems with the BAL and are building with McDonald Jones - whilst Landcom have completed their own assessment, Campbelltown Council and NSW Rural Fire Service still have the area down as bushfire prone land and as such, we are being quoted $750 for a BAL certificate as required by the Housing Code

My site cost was $16K and council/statutory/BASIX was $9K but our land is very level
our site costs are also $16k - we have a 500m diagonal fall on our block so not too bad. we'll be having a M class slab
