Is it legal to raise height of existing low brick retaining wall by adding additional bricks on top without adding to the footings? In addition, extra soil is added behind brick to level out inside the front yard. (Note property is on gentle sloping hill)

The wall will need to be checked and certified by an Engineer

In Victoria retaining walls up to 1M high are exempted from building permit under schedule 8 of the Building Regulations
