Restricted locations for switchboards are as follows: (a) Height above ground, floor or a platform A switchboard shall not be located within 1.2 m of the ground, floor or platform. (C) In Cupboards. A switchboard installed in a cupboard or similar enclosure shall only be installed in an area set aside for the purpose. The provisions of Clause 2.10.2.2 require that the switchboard be designed and located to provide readily available access for the purposes of operation and maintenance of equipment mounted on the switchboard. The following restrictions apply to all switchboards. The switchboard shall be— (i) installed in a section of the cupboard separated from other sections; (ii) installed at the front of the switchboard section of the cupboard; (iii) facing the cupboard access door with insufficient unused space between the switchboard and the cupboard door, when closed, to store extraneous objects in front of the switchboard; and (iv) arranged so that below the area of the switchboard panel or enclosure, there are no projections that obstruct access for the operation and maintenance of the switchboard. I wasn't expecting to hear back from them so soon but they replied today: AS/NZS 3000:2018 states that the maximum height for a main switch is 2 meters, however ESV allow an existing switchboard that had the main switch above 2 meters to be upgraded or replaced and left at the same height. According to AS3000 the maximum height of the toggle of a circuit breaker is 2m from the ground. So if it is 2.04 to the top of the switchboard it’s going to be fine. Also switchboards shouldn’t be installed in cupboards unless the cupboard is made for it.
