External is very rough - I'm surprised the painter put the 1st coat on luckily SS agrees and is getting it fixed. Ensure they understand that they can not patch this with a cementitious product now. They must use an acrylic modified patching compound as the paint has already coated the cement. That is quite odd, perhaps it was the junior apprentice or he was just having a bad day. Painters dont really like to put their product onto poor work.... so they will often take it upon themselves to repair minor issues with the grinding stone and patching compound. It is the painter who will cause further problems if they ignore the imperfections and just simply start painting, so in this situation its the painters fault. However, sanding of the render MUST be done by the painter, that is part of preparation work.
