Have you ever proof read a page several times and had trouble spotting the error then someone just looks at it and finds it This is exactly right. I think I am a pretty good engineer. I will design stuff or write a specification and go over it heaps of times until I am 100% certain that everything is perfect. Then I'll give it to one of my colleagues to QA check, and inevitably they will always find something. Same thing happens when my colleagues with 45 years experiences gives me something to QA. A second set of independent eyes makes all the difference. I am not a lawyer but I think that if self certification was challenged surely it must fail. Perhaps a lawyer on this forum can contribute to discussion. Sure there will always be errant members but there are several industries I can think of where it works. There are very valid points as to possibly why it is failing presently, such as poor training and ongoing PD, and enforcement/ compliance costs. I think that the compliance and continual certification processes should be designed in such a way that greed is flushed out. Unfortunately human failure can also happen with independent inspectors as well and they can also fall prey to greed etc. Luckily word spread fast thanks to forums and the like. For what its worth I think by and large self regulation in the accounting profession works. Sure there are those that are naughty but there are also those that follow the rules. I guess you can always find cases against any profession or trade. I would hope a good inspector would know where standards are not followed and when to call in the expert services such as an engineer, rather than an educated guess. My preference would be to hear the educated guess and what corroborating evidence can be offered as back-up together with down side risk of the situation so that the financial aspects can be considered. I think with self regulation independent inspectors are part of the solution as in most cases their opinion will be necessary to get remediation works or financial compensation.
