It just gives that slight bounce feeling Yes and it can be annoying when your light fittings rattle when someone walks upstairs I'd consider that extreme and requiring rectification ! Prevention is better than cure and potential problems should be picked up at frame stage inspection. I frequently include in frame stage report recommendation for stiffening areas of upper floors.
