The drive way is concrete slab, the exterior wall has the weep hole which is not even 2 cm off the concrete slabs in height. The weep hole is not under the concrete slab but just merely 2 cm above the concrete slab. I hope i am making sense. Weep holes are reqired immediately above any DPC/flashing at centres no more than 1.2m except above an opening (eg door/window) less than 1m wide or if the external brickwork is weatherproofed (most isn't). In short, there isn't much you can do about the vertical position of the weep holes but one would hope the brickie thought about the horizontal positioning of it.
