If so, AS 3000:2007 chapter 5 makes for good reading on this, it also covers tying the reinforcing mesh in the floor to the buildings earth also. This work is normally done by the electrician wiring the house, not the supply authority as it forms part of the installation. Normally what you see for earthing of a steel frame is an extra earth wire is run from the steel frame and joined into the earths of the power outlets, thats how my house is done. As E1109 mentions we have our reinforcing mesh in the floor with a welded steel lug above slab level and the earth wire fixed to that.
