We are on a sloping block with the fall towards the back right hand corner of the block. During handover, I noticed that the sewer point at the back had water at the very top, if not overflowing and informed my SS that I don't think it should have been like that. He 'called' the plumber and he was informed 'that is because the house is higher than the point and thats why the water looks high but it's fine'. Personally, I don't think it is hygenic, let alone in accordance with the plumbing code as there is water leaking out of it. Orginally, the pipe was much longer and did not have water flowing out or near the top and during the plumbing fit off, they cut the pipe and capped it with the plastic grate. So, for anyone, specifically plumbers that are out there - is this normal and should I take it further? It's the bit at the back (or front) that is connected to the drains in the house. It usually has a grate over it to let out the gasses (but in our case, water as well). If it is a big round one then call your water and sewerage company. If it is simply the tie in point, which is usually much smaller then your problem. As for the story water leaking like that is a problem, as it should be flowing into the drain system, so you should never see it unless there is a problem.
