(I'm not a painter, so don't take that as gospel). That said, good luck finding a builder who does that as standard. In most cases, I believe you'll get: * one coat of sealer/undercoat, tinted to the final wall colour + one coat of top-coat paint, OR * no sealer/undercoat and two coats of top-coat paint. In my opinion, the most important thing is to ensure that the plasterboard/plaster is properly sealed, because you can always add another coat of paint later, but you can't add a sealer later... Then stick to the advice from the manufacturer and if they don't address the issues then go through the BDT to rectify.
