Whats the down side to putting too much mud under the first course to fill in a dip? I would think mortar is not as strong as concrete? More so if you have brick over hang to go with it. KW......... Regardless of how poor it looks i would much rather a split brick laid instead of a heap of mud laid under first course, in most cases the wall would be fine if a big bed on the first course has been used most brickies bed up the first course then leave it to go off otherwise there may be a chance of the wall sinking of bellying if wall continues up after big bed on first course. If the first course overhangs the rebate my more than a 1/3 of the width of the brick then i would be trying to get the rebate fixed or using an angle iron to support the brickwork. It all comes down to workmanship you must remember most brickies are working for peanuts and cant afford to waste alot of time rectifying problems with the rebate when they need to be laying bricks..
