I have had two different opinions, one says that you cannot have another outlet on a tank that is connected to toilets, the other said there is no problem. (well you can if you dont tell everyone...not that i condone this) You will have a low level sensor that switches to mains water when low (often via the tank) and as such if the tank is low you would be watering the garden with mains water not rainwater. You're right in that the watersaver switches automatically from tank to mains with a light inside the front panel to indicate when this is happening. So if you have a plumbed in tank you have to be physically prevented from using mains water on the garden but if you don't have a tank the authorty is happy for you to use your own judgement.
