After opinions... builder is in disagreement with our building inspector on this.
Windows in our new build to the meals area have been listed as a defect as "there is no evidence of a sill flashing being installed under the windows in accordance with NCC 2019 building code vol 2, 3.3.5.8". The code is weatherproofing of masonry, however the builder is saying that because it is up against concrete slab on not brick that this code doesn't apply. The inspector is requiring flashing. The two can't agree and the builder is saying they way they have done it is normal practise and that water can't get in as it is tiled from the outside. Pictures attached.
Any advice would be great.

AS4654 is the Australian standard to look at/refer to. They have standards details for the waterproofing for this exact situation.
