Building Standards; Getting It Right!

Our NSW block of flats has had some stormwater drains replaced. We are concerned that the work does not meet the PCA standards. For example, the pipes are just below the surface soil and are even visible when there is some light rain. There are also some concreting issues. We would like a consultation from a qualified specialist - but we need to know which type of consultant or surveyor to contact. Any advice would be appreciated.

It comes under forensic plumbing inspection/investigation. Google using the key words and your region.
Companies who do this also prepare reports etc whereas a capable plumber who could easily do it (at less cost) won't usually prepare a report or want further involvement and will often refuse the job.
