Building above it is the second storey Yes Balcony is on the ground floor, but note there is the garage in the "lower ground floor". That's why part of the balcony is 2.2m above NGL. HOWEVER the balcony is not on top of the garage, it is actually on top of an open space. So building above the Ground Floor Balcony is considered a second storey, not third?
