Some of my weep holes under the windows does not have flashing that covers the bottom of the weep holes. It exposes voids of bricks under it. From my understanding, the flashing is there to take out the moisture of the weep hole.
I have asked my builder to rectify this but I was told it is normal and the water will find its way to the bottom weep hole. Is that correct?

I depends where it is
If it is just cavity flashing then your builder is right and it does not matter but if it is also used as flashing and a damp course then the flashing must extend full width of the brickwork. It must stop dampness rising.
