With that amount of rot there would next to no thermal integrity in those frames. Personally I would opt to replace the windows altogether, and while doing so upgrade to double glazed, low-e glass and argon filled. But at some point you will be looking at replacing these windows. Firstly because the glass will likely need to be replaced, and the current sash will likely not be able to support heavier glass. And secondly because they are at the end of their life. If you and your body corporate are interested, we replaced all the windows at 23 Derby St Kew for much the same reason.
