I would say the UV stability of formulations would be reasonable in Europe, but the actual quality of output from the plant you use is also critical. You will need an engineer or qualified person to sign a statement to say that the windows and especially the glass meet Australian standards. I'll have to look for someone to sign off for me, if the council insists, maybe architects will help with that. I've accepted the quote from a Polish uPVC windows producer, for 17 double glazed windows, total area 36m2, including the mozzie nets, for 4562 Euros = approx $A 9,400 (=$A 261/m2). I've paid 30% deposit and the windows should be ready for shipping in mid January and arrive here some time in February. Shipping, all inclusive, should cost up to 1500 Euros = $A3100, I'm still waiting for the final quote on that, as it'll depend on bulk. Aussie GST and customs will add approx $A1500, giving the total cost of $A 14,000. I'm not sure about installation costs, but I'll try to install them myself, with the help from family and friends. All in all, they've costed me $16,500, production, freight, customs and GST. Now I need to find someone to install them.
