This was through a shop and not a builder. With everything there's cost vs benefit. If you intend to live in the house for 10 years, would spending an extra $17k (using my example above) save you $1.7k p/a in costs... or will it improve the value of your house by this much (I'm guessing <10% of the populace knows what UPVC windows are).
