Sorry, missed this one... any painter can do this. It requires the existing powdercoat to be thoroughly rubbed down with Scotchbrite to provide a key, then paint with exterior acrylic house paint. I would have thought it best to remove them and have them re powder coated That is my advice from the largest powdercoat supplier in the world - Akzo Nobel a.k.a. Interpon & Dulux (anywhere except Australia). Providing the key is the trick. Removal and recoating would be a greater cost than new windows.
