can you explain this to me please?

Shortly, it will not be possible to use sliding windows in first floor situations, due to a change in the NCC to do with safety and the resultant effect upon ventilation. With awnings or casements you can have all lights opening.
If sliding windows won't be allowed due to safety, why would casements be allowed? Since more of the window opens wouldn't they pose a greater risk of someone falling out? - which I assume is the problem.
Any indication of how soon they'd be no longer allowed?
