We have been proposed an overlooking window due to overlooking issue. See photo.

There are two panels, the bottom panel is frosted and fixed. The top panel is clear and is an awning window. The top panel is higher than 1.x meter, whatever the height required to overcome the overlooking issue.
I did some measurement and found that openable panel can only open up to 120mm. I am currently pursuing my builder on that. In my view, if the panel is clear, then there is no overlooking issue from that panel, subsequently it should be allowed to open to the max.
Just want to know if anyone has similar overlooking window as mine and what is your opening width on the top panel?
Another question, what is a max width for a standard awning window? Is it 280~300mm?. Can you buy a generic winder with longer chain and replace the default one, so to allow bigger opening area?
