I have a heap of concrete pavers (23 x7 x 5) and would like to make a raised garden bed with dimensions 2.2m x 1.2m and about 35cm high.
I've asked some friends about this and they give mixed opinions. The ground where the garden bed is to be located is level. If I dug a trench and put in cement of about 100 ml deep and two courses of pavers - and then from level ground laid 5 layers of pavers - will this work out OK?

If the footings are strong, you should be able to - just put in some reinforcing. Also, be aware that because pavers do not have a frog, the mortar will not stick as well as for bricks.

What type of reinforcing should I use? I'm a novice - havent laid bricks before but I'm willing to give it a go.
Well, if you want to give it a go, you'll need to learn a bit, so start searching the Internet on strip footings, concrete mix, string lines, mortar mix and laying bricks. With respect to reinforcing, it depends how deep you want to go, but preparation for a very simple strip footing is shown in this photo. Your local steel supplier can provide reinforcing mesh specifically for strip footings and you'll need saddles to raise it up roughly into the centre of the concrete. However, as you can see from the photo, for a non-critical application such as a garden bed, you can just cut up normal reinforcing mesh and use rocks or brick fragments as saddles.

Buy a cheap grinder with metal cutting discs.

But it will be much less cutting if you just buy trench mesh, it is sold in 6 m lengths.

Your concrete footing width should be at least 250 mm.
Also, if you plan to render your garden bed later, you would need to waterproof from the inside.
Consider SikaTite BE from Bunnings, it is really easy to apply yourself, you would need to apply it in two layers.
