From the photos I'd guess you're in WA ? There's a six year structural warranty on the driveway so if your builder is not coming to the party call the building commission. Your driveway has been haunched with a weak mortar mix. It should be done with concrete for structural stregnth and should extend to a third of the paver width underneath the paver.
