In regards to waffle pod slabs, why is it that the steel reinforcement on top of the pods must sit on chairs rather than directly on the pods ?

When in the middle (Neutral Axis) its there to hold the concrete together when it cracks (shrinkage crack control)..technically no bending,torsion,3D stesses, etc.. sounds great in theory A waffle slab should also resist all displacement, stresses,etc,etc and also it's a bit more complicated than that and very difficult to analyze without 3D BIM Simulations/modelling.
