DIY stepping stone problem!

Hello, can anyone tell me why this powdery white residue is coming through in my stepping stones? I'm using a pre made quick set mix from bunnings, I'm leaving them to set for a couple of days before putting them in the garden, I also used some red oxide for color,thanks.
