Clay or sand etc. In much of Perth with sandy soils it would be unlikely to be an issue but where you built on clay perhaps it might be. Its not a building necessity and not something you need to stop damage happening its just something that lessens the chance of damp problems which should be a small risk anyway on a properly constructed property. Concreting your whole block would lessen the chances further but you don't have to do it. The house would have been built with a damp course so no damage should have been done if that damp course is above ground level. . But get it checked out if something looks wrong.
