Apparently the (vague) drawings for her house did show an encroachment across my nature strip, and that's enough for the Council to say it's kosher (apparently it can go across up to five metres!). Worse still, I'm responsible for damage on my side of the nature strip, so will have to have it repaired. Even though I don't want it there, and even though it's technically not mine. Deep breaths... So, it looks like they assume that you got the letter (or you got the letter) about her intentions to build and you did not make any submissions - meaning that you practically agreed to her driveway intentions? That's a pitty. Now, as ^^^ peeps say, can you make application to have it removed from your land? Hmmm they probably won't approve it because they already have the rule that allows it.
