Because you will probably have a rail in the middle of the area you should remove the rail and fill up with compacted sand. As I mentioned above I use stabilised sand which makes the sand more solid to walk on. I would suggest if you are trying to save money use stabilsed sand for th top 100mm and for the rail infill sand. The Harder You Try - the Luckier You Get !
