A high pressure wash or a leaf blower might be sufficent Acid washing only helps if there is xs cement residue. Then jjust use a UV stabilized sealer. If he=onc, do you mean that onc wasn't able to get concrete of x MPa at that exact time, so he got the next version down from it?? Eg. 20 instead of 25 MPa? Just a silly, made up line.
