In fact we do all paving on concrete now, it's the only way of ensuring that the foundation is stable for years. Rock can settle over the years, and concrete slab can be pinned to the pool shell keeping both surfaces level with one another. Just make sure you put an expansion joint where the 2 concrete bases meet all the way through the paving layer through to the top where the coping meets the rest of the paving.
