I have been quoted about $1900 just for laying the concrete footing with reinforce steel. Does that sound reasonable? I'd say it is probably about right if they meet the spec. Where you are coming from is where you are going to... I would imagine he would have enough rebar to support the wall. I'm not familiar with the cost of footings, your judgement would be more accurate.
