Sand is silicone, Sio2 It gets lightly sprayed after being swept in and the silica makes the sand go "off". It still retains flexibility though, while sealing the joints more than plain fine sand. The pavers must be fully swept of any excess however as the silica can leave marks on the surface. After a few years of rain and a massive F150 4wd going down it daily, the pavers cracked and came very loose, we pulled up the sections and put a new level base down and then swept pavelok over it when done. It was great for a year or 2 then went wobbly again - I guess it seems pavlok won't make up for a * install job but it does offer some extra reinforcement!
