To be honest with you there are not allot on concreters that know how to do stencil properly. The 'white patches' you have described are caused by trapped moisture, most likely you would have had some rain or moisture in the air a few days before or after the job was done. However, yes you can fix it, just sounds like your concreter doesn’t know how or has lack of experience by not knowing how to do so. We have a concreting business in Brisbane and are often called by angry and upset clients who have used someone else and have the same problem. It can be fixed by using an acid wash and sealer. Yes, you defiantly need a sealer on the stencil, most concreters usually tell you that its not required because you have to wait 2-3 days for it to set before the sealer is apply, and they cant be bothered coming back!
