50% Permeable Material for Driveway

Hi,
I am in SA. The council requires "Driveway to be Constructed with 50% Permeable Material" on my battle axe block. I did some research online and this forum. My understanding it could be permeable paver or concrete.

This is my investment property and I need find a solution to balance of low maintenance and cost. So my question is:
1. Paver vs Concrete, what are the rougly cost per sqm?
2. Is there third or forth option beside them?
