Bubbles can form while it is still in a liquid state and small amounts of air get released from little air pockets in the concrete, but once it's hardened then it won't form any new bubbles.
How well the epoxy performs depends on how well the existing concrete was cleaned. If they didn't remove the surface salts from the efflorescence then the epoxy may not adhere.
The epoxy will be a 2 part so once it has gone off it is impossible for it to form bubbles.

We had a small amount of rising damp (which was the cause of the efflorescence). If it’s not tiny bubbles in the epoxy, what should we watch out for to know if there’s a problem?
It's just air bubbles in the concrete being released as the epoxy cures. It's pretty standard.
The test will be in the weeks and months to come as to how well the epoxy has adhered and how it responds to hydrostatic pressure from the moisture underneath.
