When I pulled up the tiles it exposed a layer of concrete that was poured ontop of the houses foundation concrete about 2cm thick. I want to remove this layer. It is most likely to be a cement screed. A Laundry is a wet area and typically would have a screed to provide falls to the floor trap. The easiest way to remove the screed is to hire an electric jackhammer with a spade bit, Dig down till you get to the concrete slab/screed layer then get down on your hands and knees and work the jack hammer along the line between the concrete and the slab. This should take less than half a day to do. Note, the laundry is a wet area and the new floor will need to be graded to the floor trap and a waterproof membrane installed. Therefore a new screed will be required. To avoid a step down at the door, some of the existing concrete (say 10mm) may also need to be removed. Re: Removing concrete from on top of concrete. Let's say I don't care it's a step up, Could I put more screed on top to make it even? Their is a drain hole in the middle I'll need to work around.
