You also need room for a towel rack. A recessed cabinet would take care of the soap.
Have you already signed the contract?

No I havent yet
The sales person is looking into it... but I have found most of the display homes are without the sink unless it is part of the bathroom... small towel rack, soap / hand wash can be later but due to plumbing for sink I don't want to do it later.

were there any changes to the wall due to this... was the area for toilet increased...
We were lucky that our toilet was long enough to allow a small sink to be wall mounted, and still leave enough space for the door to open/close and allow person going in/coming out safely.

If you're willing to pay for it, the builder should accommodate in their plans. We had a last minute change to our requirements for downstairs toilet and managed to squeeze a shower into there! It's all down to cost and if you're willing to pay, if the builder isn't playing still then go find another builder.

If your space its tight you could buy a skinny handbasin and have it recess fitted after completion if your builder won't do it.
I am about to retro fit one myself in a tight toilet space
The other option you could look for is handbasin over cistern, do your research on the net
