If the water in a shower gets scalding hot then the install is either incorrect or the tempering valve is faulty. Even if the tapware at the shower is faulty you should not get scalding water unless the tempering valve on the heater was either not installed or not working properly. Trouble is it varies during the shower - if I'm getting it right - it can be hot then cool then hot again. Agree on setting though - if it is scalding. Maybe someone's played around with the control nut.
