If u have ever had an older car with solic colour paint and had it detailed with a polish, you will whitness this same pooling. The autface tension of the water is able to wrap around smaller portions of water and xling them onto a surface that is smoot. A rough surface doesnt allow this aurface tension to roll over and bold onto the substrate so the water runs off. This is ur issue here.
