The spindle is loose when it is on but doesn't leak water. i have pulled it all apart, changed washers, and o'rings. I just don't see how this thing can be loose? It's nothing to do with the taps at YOUR end I think. It's the pipes in the building.
Whenever we have a shower/use the taps in our own apartment, there's no pipe noise in our walls or anything. But every single other person in the building when they use their pipes, have a shower, etc, there's noises that range from a dull hum to a piercing scream in the walls. Ugh. How the hell did I become a senior member!? I know nothing! It does make a weird noise as the hot water comes down the pipe though. Like blowing across a bottle sort of.
I tried adjusting the mains tap to less flow but that was no good. i tried the same on the hot water system too but that did stuff all. How old is the tap, if it's several years old then it may need to be reseated using a ream/reseating tool. In the past have you had to tighten the tap more than usual to get it to seal without dripping? If so the seat may be worn. If you have a worn seat changing tap washers won't often fix the problem and you'll just end up damaging the new washer. Although reseating may not be economical compared to a new tap. We had that problem in our bathroom shower (not ensuite). Of course, it only made a noise at the temperature/flowrate that was comfortable. I had assumed it was the tap cos it was a bit loose. However, since I swapped the showerhead over for one of the freebies from the water companies, it has stopped! best give some feed back on this for others I hate threads that die with no answer. It was the tap body. I didn't note that it was different must have pulled it apart 4 or 5 times to no avail. Pretty new house but the previous owner had replaced only that tap body with a crap one. All the others had two o-rings and I put a third on the new tap body for good measure between the thread and the others The old body was drawing air in but not leaking water? anyway all fixed and working great. I put in a flow restrictor 9lts/min in the shower head while I was fluffing about with taps and replaced the airators with flow restrictors too.
