The tile council of Australia is presumably going to protect the interests of their members, not consumers. The workmanship is extremely poor. You have rights under common law to expect and receive reasonable quality. If your builder is not going to rectify it completely, you need to have your solicitor write a letter to them formally asking them to rectify it. That shows you're not mucking around.
