Sort out what fixtures you will use and how big the room will be. Do a rough drawing of the bathroom. Then get in a few builders to give you a quote, this will be the best way to go. If you are doing it yourself, still get the builders in, then take a few hundred of the quotes, this should give you a rough idea about the costs involved. But you will still need a plumber as well.
