Could have been tackled before the cabinets were manufactured. There is another way to look at the bowl positions. From the cabinet makers point of view they are where they should be. They are centred on the two cabinet doors below on both sides. If one bowl was moved it would look strange on the vanity. It really looks like the window position wasn't clearly though about!
