The fan needs to run for some time after you have finished showering, with the door open, to ensure all the damp air is removed. Do you have good insulation in the walls and ceiling of this room ? That can make a big difference as well. Reason I ask is if you can't get enough air into the room, the fan works harder and doesn't shift the air as well. As for the specifications for your fan, the frequency of the fan is set to match the incoming power supply to your house, in the case of just about all of the South Pacific its 50 Hertz. Pull the cover off and see if the blades are clean, also check the cover is clean. Check the ducting does not have any sharp kinks or bends in the run and the outlet is clean. Put a rag over the outlet and listen to see if the fan changes pitch (sounds like it is working harder). If this happens, the duct and fan are working. See how you go with the above. Is there anyway of quantifying how effective it is/whether it is worth upgrading? Can't find the manufacturer (perhaps it is too old)? You can vent bathroom fans to the ceiling space under some circumstances where you also have adequate ventilation like eaves vents etc but I still think getting rid of the air entirely is the sensible thing to do.
