I figure you don't need to block the light in those rooms and we've never had privacy issues. But if there was an obvious privacy concern (like even obscured glass in open view of neighbours) then I guess it would depend on size/position of windows. For small windows in places like laundries I like roman blinds. Or perhaps shutters when it's either side of ensuite sinks (more of a feature). I'd probably just wait and decide after I moved in! Personally, unless you have gorgeous timber windows to look at, I prefer to have some form of window dressing. I find it also helps to block out the light and heat in summer or on west facing windows and keep the heat in in winter. The initial shock we got - after not raising our needs with the builder - was to find we had clear glass in the ensuite toilet .... We have "cathederal" (I think its called) in all of the bathroom/toilet windows.
