Sometimes they cut the screws off and just sit them in. The silicone is and should be under the tiolet. It is used to glue it to the ground. Almost all plumbers (except the old ones) use silicone these days. I install all 3 of my tiolets in my house with silicone. Most toilets dont have screws in the base anymore its just the silicone that holds them. If its dont properly the silicone should not come out past the edge of the pan. It should be flush and really only be under it glueing it down. As an old fart, all the plumbers ( old ones that CEK is referring too ) I've used in the past always bedded them in with sand/cement mortar and trowelled it off flush with the base of the toilet for a neat finish. Been overseas recently and a family over there had to have some leaks / repairs done to the toilet and we thought - what a nightmare and a huge downtime and inconveniece with only one WC in the apartment - but no, the guy came, fixed and went in less than 1 hour - all thanks to screwable base!!! We had to have a toilet smashed off as it was cemented down, because someone flushed a nappy down our toilet during a home open. very expensive exercise. Stewie Yep, thats the way it used to be done Stewie! Hasnt been done like that by most plumbers for years! I work on multi million dollar homes on the northern beaches of sydney and maybe 1 in 1000 toilets are cemented down. The rest are siliconed! I fitted all 3 of my tiolets with silicone! It is so easy and does a great job if you know what your doing. Give it a go! They put so much silicone down to stick it there we would have had to smash the bowl to move it!
