Even with the universal base you need to cut into the floor joists and lower the base in order to get it flush with the floor,then tile, or the alternative to no universal showerbase is cut floor, Hardie's waterproof scryon cement sheet, waterproof membrane where needed, create showerbase with cement with proper fall, tile, grout, sealer. I wanted a flush showerbase in my new custom build house. Guess what, the builder said no can do because possies cannot be cut into so I have a built up tile shower base. It's not what I wanted but it was not specified in the plans either so I had to do as he said. On the ground floor I am using floor boards on battens over a concrete slab, so there is plent of room there to fit in the shower base and have a seemless timber floor to tile wet area which has a flush tiled shower base. What I'm trying to get at, is if you don't like the answer your builder gives you go investigate it further, in this instance for me it's been well worth it.
